Default Rebel XT-ERROR 99

I recently purchased a used Canon 80-200mm 1:4.5-5.6 lens.
When photographing in Manual Exposure("M") under the Creative Zone mode an Error 99 appears (which puts a hault to any photo taking). Although, this error doesn't seem to appear(as of yet) when in any Automatic/Basic Zone modes.

As far as I can tell, no errors appear when I use the 18-55mm kit lens (which came w/ the camera). This leaves me to assume that the used lense I bought has issues.

I've gone through the trouble shooting suggestions from the manual, which suggest remove/reinstall the battery & mentions that this type of Err may occur when using a non-canon lens. I've also contacted Canon & they've suggested cleaning the contacts w/ a pencil eraser, which I've done.

Any suggestions/comments on this Error 99 issue that seems to happen when using the camera in Manual mode?
Would this error have anything to do w/ the lens being discontinued? Thanks in advance....
